FYI- the sonoran.org site looks interesting and is about rural planning. Telecommunications is a theme on this list server as well.

A couple of items that may be of interest. First is the web site of
the Sonoran Institute: http://www.sonoran.org/. This is one of the neatest
site I have found. Especially interesting is the book on Measuring Change.
It is very similar to some of the things we want to do.
Second, I received the following note.
RUPRI CPAN may be interested in the Alliance for Public Technology
Conference next month in Washington, DC. There will be a great deal of
discussion about the Telecom Act of 1996 - specifically, Section 706,
dealing with universal service.
