The obvious first difference is that the incidents listed above usually
involve a victim that can speak out and seek assistance. The legal drug
alcohol is sometimes just a contributing factor to the problem, but not
always the problem itself. and although I have no personal knowledge of
any task forces on the above issues, I'm certain that there is someone in
our country throwing money at those issues instead of seeking solutions to
the problems. The dogs are trained to seek out an ILLEGAL substance. and
that private, personal decision is still ILLEGAL until otherwise
legislated.
