And under the other system, the sheriff would be hired by elected officials
(or their appointees), which is also a partisan method of selection.

The area where I come from generally elected Republicans to all local
positions.  For some reason, the Democrats generally were elected to the
Sheriff's job.  It seemed that the people intuitively set up a
check-and-balance in our system.  I confess ignorance concerning the power
balance in Latah County, but I see a certain comfort in having the citizens
choose their sheriff....
