I appreciated the update from Chief Weaver on the Matt/Fritz assault =
incident. However, I am a little confused. While I realize I don't know =
all the facts, it appears that the message we get here is that it is =
perfectly all right to beat someone with his own tennis racquet on the =
streets of Moscow and send them to the hospital. Neither the police nor =
the prosecutors will do anything about it. If this is not a criminal =
assault, I don't know what is. I personally resent these people coming =
here from their hoods and behaving like ganstas. Perhaps an explanation =
as to why these thugs were not prosecuted is in order.
