Police report

One of the more interesting things about having a forum like this is
the ability to think about and pose questions about happenongs around town.
Like many of us I was appalled by the report of the assault posted here.
I was also disturbed by the police response as was posted here.
However, I wondered about the accuracy of the perception of the
report. Was this an assault or was this a "fight"? Can the police arrest
and prosecute when there isn't a formal complaint filed? Is there a
difference in the way the police procedures are written for a "fight" vs
assault?
Another example. Recently the was a beer bash held out in the county.
Rumor had it that this was the "senior kegger" for Moscow High School.
Rumor also says that local law enforcment was aware of and attended the
bash, tho no arrests were made. Consumption of alcohol by persons under
the age of 21 is illegal in this state and those caught should then be
prosecuted. However, the perception is that underage drinking is some kind
of right of passage and thus tolerated.
The real question that needs to be answered is " Does this community
want our local police (city and county) to make "judgement calls" about
certain situations"? or do we want total compliance with written law.
