expressing my concern over this matter. I thought it would be of =

Dear Tim:
Thank you for corresponding with me reference this incident. This =
incident troubles me for several reasons all of which are being =
addressed. First, I want people to be able to cross streets, especially =
at cross-walks, without being run over. This is a community which has =
pedestrian safety as a high priority. The offending vehicle in this =
case, from what has been presented so far, clearly violated the =
obligation to yield to pedestrians. The subsequent attack is also =
clearly a violation of the law. I can assure you we will pursue both of =
these violations to the fullest extent of the law. There is an all =
points bulletin out for the suspects.=20
The officer who investigated this case was proceding with criminal =
prosecution in mind. It appears that he tried to analyze all the angles =
while talking to Fritz and left the impression that nothing could be =
done. Nothing could be farther from the truth. When I found out what =
had happened I immediately assigned the case to detectives and have =
started an internal investigation on the officers conduct to ascertain =
any wrong doing. Both are on-going investigations.=20
I want our department to be responsive and sensitive to all citizen =
concerns and will go to great lengths to provide the kind of service our =
citizens desire.=20
