Confused cable message

I apologize for posting an incoherent message about cable rates. I was
taking notes on the unexpected (to me anyway) jump in my cable bill, but
was going to investigate further before complaining about it. Moral:
never put an address on an email before it's ready. It got buried in a
bunch of other messages and was sent out in a batch.
But:
has there been a public explanation for a 28% increase in the
basic cable rate, particularly when it's accompanied by a decrease in
service (if not being able to call the local cable people counts as a
decrease)? The lady I spoke to in Colorado said she thought the jump was
"probably for new equipment" but had no solid information.
