Application to Moscow streets (or for that matter, any method of dispersal
into the environment) of petroleum-based products for dust suppression is
prohibited by city code title 5, chapter 11. Moscow maintains a list of
approved dust suppressants that, I am told, are relatively benign. If
anyone wishes to see this code chapter, I will transmit it on request. I can
also obtain the list of approved suppressants, but don't have it in digital
form.
