As the dry weather gets closer, I am steeling myself for the usual
petroleum attack on dust. Oiled roads. Yck.

I don't understand how we can encourage people to recycle their motor
oil and not dump it in the storm drain while allowing how many
hundreds--thousands?--of gallons of oil to be dumped on city streets
and county roads in the name of dust control.

Is this a concern to anyone else, or am I a crank? (Okay, these
aren't mutually exclusive, so just respond to the first part, por
favor.)
