does water flow downhill????

one of the personal flames i'm experiencing about our recent flood is the
difference in response by the governments of washington and idaho. by
wednesday, the day of the flood in palouse wa, there was a feeding station
set up to service the workers, a first aid clinic, a shelter for evacuees, a
command post to manage response to the flooding. by wednesday (per my
memory) major areas of washington, oregon and montana had been declared
federal disaster areas.

when did this declaration occur in idaho? as i recall it was sunday. i
believe this shows the terribly myopic views that phil batt and his cronies
in the kingdom of ada have about northern idaho. they probably didnt even
know it was raining. dont they realize that water flows downhill, and that
idaho is upstream from most of the disaster areas in washington?

currently batt seems to be saving face with an ineffective and very tardy
effort to bring relief to flood-stricken areas in latah county. there will
be disaster relief centers set up in potlatch and clu-de-sac/ lapwai. these
have yet to be set up, however- possibly by this weekend.

batt needs to be brought to task for this terrible oversight
