I am planning on attending this hearing and speaking against the GTE
proposal. I like the fact that GTE is offering an option that would allow
toll-free calling to Potlatch/Deary, etc. I welcome the fact that GTE is in
one sense "broadening our Palouse", but they are doing so at the expense of
our existing service with Pullman.

GTE should maintain the existing service and offer us an opportunity to
choose to *independently* add Deary/Potlatch, etc for the additional cost.
If they need a rate hike for our existing service, then they should break
that cost out separately and propose: 1) a rate hike for existing service,
and 2) a wider local calling region for an additional expense.

In my opinion, the current proposal is a dishonest one. I don't see it as
a small step forward, but rather a botched cartwheel. It should be denied
by the IPUC and a new, straight-forward proposal should be put in its
place.
