Our GTE representative claims that this proposal is a revenue neutral
proposal. This means they are not providing a cost reduction to we users,
rather, a cost shift we users of newer services.
This has appearently been in the works for 2 years, and still does not
include Troy, or any service not specifically provided by GTE.
A step in the right direction, but the PUC should understand that it is a
VERY small step.
