I have received a copy of the initiative from Post Falls
where individuals in that community successfully qualified
an initiative for the ballot that would have required local
government (City Council in this case) to place all tax increment
financing issues within a "disadvantaged border community area"
before the people for a vote.

I'd be happy to discuss the prospects for a similar initiative
for Moscow with interested individuals off-line.
