the only time i've seen this done, it was a part of a special district, and
was done district-wide. it was also met with some serious opposition,
but it went thru as a part of a district improvement. this is something you
see in texts... i don't know that i've ever herad of it done on a single case
basis.

How can we turn our street into a pair of cul-de-sacs?
I'm interested in information about doing just that--adding
car-stopping islands to the middle of a long residential block to eliminate
through traffic, creating two dead-end streets that meet mid-block.
Such creative community-building has certainly been done
elsewhere. I would like any information on where, what process other
cities have established to do that, mechanisms to pay for the changes
(like Local Improvement Districts, etc), or anything else remotely relevant.
One big question--does anyone know of research indicating that
the homes on streets where the through traffic is blocked increase in
value because of the enhancement?
