Bill, Boise has a neighborhood traffic calming program, where citizens
request the changes, including speed bumps, or blockages, one ways, etc.
The changes must be approved by a vote of the neighborhood, i suppose now
you want me to dig up the details? Ok its on my list, I've got a copy of
the application and a news story.
