Week of April 30, 2001

Commissioners Paul J. Kimmell, Loreca J. Stauber, and John A. (Jack) Nelson
met in regular session on Monday, April 30, 2001, and on Wednesday, May 2,
2001; the following actions were taken:

By Motion and Order, convened in Executive Session at 9:02 A.M. on April 30,
2001, to discuss Records Exempt from Public Inspection; Personnel, Pursuant
to Idaho Code Section 67-2345 (1)(a)&(b).  Adjourned at 10:15 A.M.

Approved, signed and filed the Commissioners’ Proceedings for the week of
April 23, 2001.

Approved, signed and filed a request to transfer Timothy Besst,
Investigations Deputy, Sheriff, Department 04C, Line 05 to Patrol Corporal,
Department 04B, Line 07, effective May 1, 2001.

Approved, signed and filed a request to hire Scott Storrs, Detention Deputy,
Sheriff, Department 04E, Line 12, effective May 7, 2001.

Approved, signed and filed a Request for Tuition Aid to North Idaho College
by Kayla Krasselt.

Approved, signed and filed a Request for Tuition Aid to North Idaho College
by Anna Miller.

Approved, signed and filed a Request for Tuition Aid to North Idaho College
by Christopher Lewis.

Approved, signed and filed a Request for Tuition Aid to North Idaho College
by Amber Heath.

Approved, signed and filed a Request for Refund, Solid Waste Exemption by
Charles Connolly, RP40N05W210041A, for current year, May through December,
2001.  House is vacant.

Approved, signed and filed a Request for Refund, Solid Waste Exemption by
Phillip Rosenberg, RP018600000130A, for current year, May through December,
2001.

Budget Presentation by Ken Stinson, Latah Soil & Water Conservation
District, April 30, 2001.  No action taken at this time.

Filed the Sheriff’s Office Annual Report for January 1 through December 31,
2000, as presented by Jeff Crouch.

By Motion and Order, Authorized the Chair’s signature on the ICRMP Public
Entity Application and Survey form, effective October 1, 2001 for the
renewal of the County’s Insurance Policy.

By Motion and Order, convened in Executive Session at 11:46 A.M. on May 2,
2001, to discuss Records Exempt from Public Inspection; Indigent, Pursuant
to Idaho Code Section 67-2345 (1)(d).  Adjourned at 12:12 A.M.   Five cases
approved, seven cases denied.

By Motion and Order, approved the Chair’s signature on a Memorandum of
Understanding between Latah County, Moscow’s Promise, and the League of
Idaho Cities, in which Latah County Youth Services serves as the Local Host
Agency.  The Agreement shall be from January 1, 2001 through December 31,
2001.

Approved the request to send a letter for 180 day extension on the Palouse
River &  Coulee City Railroad to the Surface Transportation Board.

Commissioners Paul J. Kimmell and John A. (Jack) Nelson met in regular
session on Monday, April 23, 2001, and on Wednesday, April 18, 2001,
Commissioners Paul J. Kimmell and Loreca J. Stauber met in regular session;
the following actions were taken:

Approved, signed and filed the Commissioners’ Proceedings for the week of
April 16, 2001.

Approved, signed and filed a request for 6-month increment increase for
Susan Woodall, Roll Clerk, Assessor, Department 02A, effective April 1,
2001.

Approved, signed and filed a request to Surplus Information Services
computer equipment, by Mike Kinner, Information Services.

Signed letters of support to Senator Crapo and Congressman Otter for the
Federal Transit Administration's Section 5309 Capital program, and
supporting full funding for the Idaho Transportation Coalition.

Approved, signed and filed a request for Tuition Aid by Amber Carter to
North Idaho College.

Approved, signed and filed a request to hire David Uberuaga as Part-time
Irregular Reserve Deputy, Sheriff, Department 04F, Line 06, effective
February 13, 2001.

Approved, signed and filed a request for a Solid Waste Exemption in behalf
of Carol Thompson, RP42N05W024882A, for one year, April through December
2001.

By Motion and Order, convened in Executive Session at 11:00 A.M. on April
25, 2001, to discuss Records Exempt from Public Inspection; Indigent,
Pursuant to Idaho Code Section 67-2345 (1)(d).  Adjourned at 11:14 A.M. Four
cases approved, one case denied.

Approved, signed and filed a request for an Alcoholic Beverage License as
submitted by MSG’s LLC dba Black Rhino, 215 N. Main Street, Moscow.

Resolution 2001-12, an Investment Policy for Latah County, to be
administered by the County Treasurer, in accordance with the applicable
statutes of Idaho Code was passed April 25, 2001.

Approved, signed and filed a request for Tax cancellation in behalf of K.
Scott May, MHJ1415000029KA.

Week of April 16, 2001

Commissioners Paul J. Kimmell, Loreca J. Stauber, and John A. (Jack) Nelson
met in regular session on Monday, April 16, 2001, and on Wednesday, April
18, 2001; the following actions were taken:

Approved, signed and filed the Commissioners’ Proceedings for the week of
April 9, 2001.

By Motion and Order, authorized the Chair’s signature on a Law Enforcement
Protection Contract between Latah County and the City of Potlatch, for law
enforcement provided by the Latah County Sheriff’s Office for 25 hours a
week.  The City of Potlatch will pay the County $22.00 per hour for
contracted services, effective March 1, 2001.

By Motion and Order, approved the Chair’s signature on Tobacco Tax Mini
Grants as follows:
Potlatch School District #285 in the amount of $1,000 for Idaho Drug Free
Youth and $1,000 for Tobacco Cessation.
Moscow School District #281 in the amount of $20,000 for a Family Support
Specialist.
Whitepine School District #286 in the amount of $3,000 for the Bovill
Elementary Intensive Summer School Program and $2,660 for Deary High School
After-school Art Program
Troy Recreation Outreach for Youth (T.R.O.Y.) in the amount of $7,340 for a
Summer Program.

Signed and filed the ICRMP Monthly Claims Loss Runs for the month of March,
2001.

By Motion and Order, approved the request for the renewal of a second
dwelling permit for Merrill and Carol Frink, located at 1016 Frink Road,
Moscow, Idaho, for one year, ending May 15, 2002.

By Motion and Order, in accordance with Section 11.06 of the Latah County
Zoning Ordinance, the Board of County Commissioners approved the request for
a second dwelling for Peter Tschetter, 1121 Red Willow Road, Kendrick, Idaho
for one year, effective April 16, 2001 through April 15, 2002.

By Motion and Order, convened in Executive Session at 11:02 A.M. on April
18, 2001, to discuss Records Exempt from Public Inspection; Indigent,
Pursuant to Idaho Code Section 67-2345 (1)(d).  Adjourned at 11:26 A.M.
Four cases approved, seven cases denied.
