Re: Veterans preference in Idaho universities



The university is a constitutional entity and as such, is not subject to 
many state regulations.  It is true that the university doesn't have to 
place tenders through State Purchasing.  However, it does follow state 
practices in its own purchasing division.

As regards preferences, hiring policy states as follows:

"The University of Idaho strives to hire the best qualified available 
person for each position.  Many of the affirmative action procedures are 
intended to result in documenting the establishment of and agreement on 
a working definition of 'best qualified,' the extra effort made to 
recruit women, persons of color, persons with disabilities, and 
Vietnam-era vetrans, and an objective, job-related justification for the 
ranking of applicants.  In the event that a person who is a member of a 
protected group is among the candidates who are best--but 
equally--qualified, UI has a commitment to offer the position first to 
the protected-group member.  Protected groups include women, persons of 
color, disabled persons, and Vietnam-era veterans."
