COMMISSIONERS’ PROCEEDINGS
Week of August 7, 2000

Commissioners Loreca J. Stauber, Samuel G. Duncan and Paul J. Kimmell met in
regular session.  The following actions were taken:

Approved, signed, filed the Commissioners’ Proceedings for the week of July
31, 2000.

By Motion and Order, renewed the Standard Dental as insurance for Latah
County Employees Contract No. 517426 which is renewing for the period of
October 1, 2000 through September 30, 2001.  Current rates will be increased
by 5% on renewal.

By Motion and Order, authorized the renewal of the Standard Life, AD&D and
Short Term Disability Insurance Policy Number 622817, no change in rates,
for Latah County Employees, effective October 1, 2000 through September 30,
2001.

By Motion and Order, renewed the Blue Cross Medical (Traditional and PPO),
including Vision Three as insurance for Latah County Employees, Contract No.
20460 which is renewing for the period of October 1, 2000 through September
30, 2001.  Current rates will be increased by 14% for medical and a five
cent increase for Vision Three on renewal.

Approved, signed, filed a request from Jason Stuart DeWitt for Tuition Aid
to North Idaho College.

By Motion and Order approved the Chair’s signature on a letter to the
Capital Crimes Defense Fund requesting reimbursement for expenses incurred
for the defense of Case No. CR-00-00260, State of Idaho vs. Dale Carter
Shackleford, in the amount of $28,338.46 through July 10, 2000.

Approved, signed, filed a request for renewal of a second dwelling by Angie
Stephenson, effective June 15, 2000 for one year, effective June 15, 2000.

Approved, signed, filed a request for tax cancellation on behalf of Thomas
Hendrix, RP40N04W293169A.  Property was classified incorrectly.

Approved, signed, filed a request for tax cancellation on behalf of Mabel
and Don Sauer, MH37CT00003A.  The mobile home was demolished, there is no
real property.

Approved, signed, filed a request for tax cancellation on behalf of Zales
Delaware, PP2002.  Bankruptcy is closed and fund payment has been received.

Approved, signed, filed a request for tax cancellation on behalf of Jim
Travis, RP38N03W234911A.  Exemption was classified incorrectly.

Approved, signed, filed a request by Lt. Kramer from the Sheriff’s Office to
surplus a 1973 Chevrolet Van, Vin# CGY353U162340.

Signed, filed Fee Report from the Clerk/Auditor/Recorder for June 1, 2000
through June 30, 2000.

Signed and filed Fee Report from the Clerk/Auditor/Recorder for July 1, 2000
through July 31, 2000.

Signed and filed a Vehicle Damage Report to ICRMP for Youth Services.

Signed and filed the Public Defender Hours by D. Ray Barker, for the months
of June and July, 2000.

By Motion and Order, held a public hearing as provided by law, adjusted the
1999-2000 budget as follows:
Increased the Current Expense - Information Services Budget, line
01-14-0804-0001, Capital - Computer Mainframe from $89,000 in the amount of
$5,800 for a total of $94,800 - revenue AS/400 Model 7xx Rebate Offering and
AS/400 Inventory Replacement Rebate; and
Increased the Idaho Commission on the Arts Grant Budget, line
64-00-0523-0000, Project Expense in the amount of $789 - Revenue Idaho
Commission on the Arts; and
Increased the Justice-Sheriff Budget, line 08-45-0801-0001, Capital -
Vehicle Purchase from $58,064 in the amount of $147,916 for a total of
$205,980 - revenue Justice Fund Balance; and
Increased the Justice-Sheriff Budget, line 08-45-0470-0000, Vehicles - Fuel,
Gasoline from $30,000 in the amount of $7,000 for a total of $37,000 -
revenue Justice Fund Balance; and
Increased the Justice - General Budget, line 08-18-0485-0000, Professional
Services - Court Appointed Counsel from $61,000 in the amount of $148,040
for a total of $209,040 - revenue Justice Fund Balance.
These funds were unscheduled revenues or carry-forward funds and the
expenditure of these funds was at no additional cost to the taxpayers of
Latah County.  The Board directs the County Auditor to make the necessary
adjustments.

Approved, signed, filed a Tax Cancellation request by Stephanie Mattson,
RPM00000081660.  The application for exemption was titled Residential
Improvement Exemption, and was confusing as homeowner planned no residential
improvements for year 2000.

By Motion and Order, convened in Executive Session at 10:03 A.M. on August
9, 2000, to discuss Indigent matters, pursuant to Idaho Code Section 67-2345
(1)(d). Adjourned at 10:16 A.M. Six cases approved, three cases denied.

By Motion and Order, a) accepted the bid from Busch Distributors,
Incorporated for fuel for the Latah County vehicle fleet FY 2001 as opened
on July 9, 2000.  Said bid to be for both delivery points, inside and
outside Moscow, in the amount of $0.125 per gallon value added.  Effective
date October 1, 2000 through September 30, 2001; and b) authorized the Chair
to execute whatever documents are necessary to implement the contract and
bid award.

By Motion and Order clarified that only employees actually affected by the
courthouse closure are entitled to paid leave for the period of closure on
July 21, 2000.  Employees whose workplace was not affected (i.e. Sheriff’s
Office employees and employees not working or scheduled to be in the
Courthouse for vacation, sick, or other reasons) are not entitled to
additional paid leave.  Elected Officials and Department Heads are
responsible to ensure that each employee’s time sheet accurately reflects
this clarification.

By Motion and Order, convened in Executive Session at 4:44 P.M. on August 9,
2000, to discuss Personnel matters, pursuant to Idaho Code Section 67-2345
(1)(a)&(b). Adjourned at 5:22 P.M.
