BOCC PROCEEDINGS FOR THE WEEK OF APRIL 5, 1999



COMMISSIONERS’ PROCEEDINGS
Week of April 5, 1999


Commissioners Samuel G. Duncan, Paul J. Kimmell and Loreca J. Stauber met in
regular session.  The following actions were taken:

Approved, signed and filed Commissioners’ Proceedings for the Week of March
29, 1999.

Convened in Executive Session at 8:34 a.m. on April 5, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(a) & (b);
adjourned at 9:05 a.m.

Motion and Order to open as Board of Equalization for one day only, April 5,
1999, per Idaho Code 63-501.

Denied request for cancellation of taxes on parcel number RPM 0855 00 3001
0A, due to tax exemption for 1998 was received.

Approved, signed and filed request for one year only solid waste fee
adjustment on parcel number MH 42N 05W 356 870A, mobile home is non-livable.

Approved, signed and filed request for one year only solid waste fee
adjustment on parcel  number RP 41N 05W 27 2407A, storage building only,
pays solid waste on two accounts.

Approved, signed and filed request for one year only solid waste fee
adjustment on parcel  number MH 42N 05W 35 6870A, mobile home is
non-livable.

Filed resignation of Greg Abramson, Associate Planner.  Table of
Organization Planning and Building department 11, line 02.  Date effective
April 23, 1999.

Approved, signed and filed increase of hours for Michelle Pernula,
Switchboard Operator.  Table of Organization, Board of County Commissioners,
department 05A, line 05.  Date effective March 29, 1999.

Approved, signed and filed successful completion of six-month employment
increment by Karen Vincent, Drivers License Examiner.  Table of
Organization, Sheriff’s Administration department 04A, line 09.  Date
effective April 1, 1999.

Filed ICDBG-96-II-33-IM, closeout documents from the Department of Commerce.

Approved, signed and filed Latah County Health Services Carpet Replacement.
Invoice #007043 from Brown’s Furniture in the amount of $12,955.84.

Approved, signed and filed Latah County Resolution No. 99-03.  A resolution
amending the by-laws of the Board of County Commissioners of Latah County,
Idaho to designate in the absence of Chair Stauber that Commissioner Kimmell
shall be acting Chairman in even months and Commissioner Duncan shall be
acting Chairman in odd months.

After having held a public hearing at 11:10 a.m. on Monday, April 5, 1999 to
take testimony on a request by John and Christie Thomas for a short plat to
create one new 7.02 acre parcel from a 2.5.5 acre parcel, findings of fact
and conclusions of law were signed.  The decision to approve this request to
subdivide by short plat 7.02, as recommended by the Zoning Commission was
unanimously passed by the Board of Latah County Commissioners.  Minutes and
tape are on file in the Auditor’s office.

Motion and Order to close as Board of Equalization for one day only, April
5, 1999, per Idaho Code 63-501.

Convened in Executive Session at 9:55 a.m. on April 6, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(a) & (b).
Adjourned at 10:06 a.m.

Motion and Order to authorize the Chair’s signature on the Latah County Arts
& Culture and Potlatch Arts & Culture for Idaho Commission on the Arts grant
to approve Missoula Children’s Theatre Project, $1,500.00 amount requested.

Motion and Order to forward a definition of Domestic Partners as recommended
by Civil Counsel to County Insurance Broker and ask that he forward
information regarding cost.  Commissioners Stauber and Duncan vote yes,
Commissioner Kimmell votes no.

Motion and Order to authorize the Chair’s signature on the contract for the
Tobacco Program contract between the University of Idaho and Latah County
under the direction of the Latah County Sheriff.

Convened in Executive Session at 8:50 a.m. on April 7, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(a) & (b).
Adjourned at 9:03 a.m.

Convened in Executive Session at 9:07 a.m. on April 7, 1999, to discuss
records that are exempt from public inspection, indigent cases, pursuant to
Idaho Code Sec. 67-2345 (1)(d).  Adjourned at 9:52 a.m.  Eight (8) cases
approved and nine (9) cases denied.

Hold in abeyance discussion as requested by County Auditor to change
workweek periods.

Motion and Order to hold the motion and order of April 5, 1999 in abeyance -
excepting the Public Safety Law Enforcement personnel.

All documents are available for inspection in the office of the
Clerk/Auditor/Recorder.
