COMMISSIONERS’ PROCEEDINGS
Week of March 29, 1999


Commissioners’ Samuel G. Duncan, Paul J. Kimmell and Loreca J. Stauber met
in regular session.  The following actions were taken:

Approved, signed and filed Commissioners’ Proceedings for the Week of March
22, 1999.

Convened in Executive Session at 8:31 a.m. March 29, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(a) & (b).
Adjourned at 8:36 a.m.

Convened in Executive Session at 8:39 a.m. March 29, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(a) & (b).
Adjourned at 9:14 a.m.

Denied request for solid waste fee adjustment on parcel number MH 23CT0
0008, due to insufficient evidence to adjust fee.

Filed decease notice of John Kerr, Parks Manager.  Table of Organization,
Board of Latah County Commissioners Parks and Recreation, department 05G,
line 01.  Date effective March 18, 1999.

Approved, signed and filed request to hire Derik R. Rimel, Deputy Sheriff,
with six-month time of service.  Table of Organization, Sheriff’s
Investigations department 04C, line 05.  Date effective April 2, 1999.

Approved, signed and filed successful completion of one-year employment
increment for Leah Babington, Communications Specialist.  Table of
Organization, Sheriff’s Communication department 04D, line 06.  Date
effective April 1, 1999.

Approved, signed and filed request to pay unused comp time to Jim Kremer,
Building and Grounds Director.  Table of Organization, Board of Latah County
Commissioners’ Building and Grounds, department 05F, line 01.  Date
effective April 1, 1999.

Motion and Order to appoint Joan Moser to the Latah County Board of
Community Guardians.  Term to begin immediately through December 31, 2000.

Approved, signed and filed request to surplus one IBM Selectric II
typewriter from Disaster Services.

Motion and Order to approve the Chairman to sign the computer lease for
First Security Bank; lease numbers 001-700572 in three parts for $1,234.00,
$3,802.15 and $2,177.50 for a total of $12,213.50.

Motion and Order to adopt the Latah County Computer Use Policy and approve
the sign-off form that will indicate the employee has read the policy.
Policy is effective March 29, 1999.

Approved, signed and filed request for proposals for Engineering Services on
CDBG project.

Approved, signed and filed request to advertise for proposals for
Engineering Services on CDBG project.

Motion and Order to approve the pay period for compensation of Elected
Officials taking office after March 1, 1999 be changed to the calendar
month.  Prior to this, Elected Officials’ pay periods ran from the second
Monday of the month in which compensation is received to the second Monday
of the following month.

Having held a Public Hearing on March 29, 1999, at 10:00 a.m. a Motion and
Order to approve the Chairman’s signature on the application for Block Grant
for Disaster Recovery (DR-1154) was passed.  Minutes and tape are on file in
the Auditor’s office.

Motion and Order to approve the Chairman’s signature on the Juvenile
Accountability Incentive Block Grant purpose to enhance as prepared by Youth
Services substance abuse treatment programs in the amount of $30,000 for the
current fiscal year of October 31, 1998 through September 30, 1999.

Convened in Executive Session at 10:58 a.m. on March 29, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(a) & (b).
Adjourned at 11:01 a.m.

Motion and Order to authorize the Chairman to sign a letter, consistent with
Civil Counsel’s draft of March 18, 1999, soliciting an offer from A&K
railroads or their subsidiary for purchase of the former rail line between
City of Moscow and City of Troy.

Motion and Order to authorize the Chair to sign the letter of clarification
addressing Mr. Ole Johnson’s concerns about the lease agreement regarding
the Motor Pool building.

Motion and Order to approve the Chair’s signature on the Rural Community
Assistance Grant to investigate and expand economic base of rural
communities in Latah County through locating fauna and flora - non-timber
forest products. Funded by U.S. Department of Agriculture Forest Service.
The county and collaborators’ matching share will be in-kind services.

Convened in Executive Session at 9:29 a.m. on March 31, 1999, to discuss
records that are exempt from public inspection, indigent cases, pursuant to
Idaho Code Sec. 67-2345 (1)(d). Adjourned at 9:55 a.m.  Five (5) cases
approved and four (4) cases denied.

Motion and Order to approve a county VISA card with a $1,000 limit for
Information Services department.

Motion and Order to approve the interim Board of Latah County Commissioners’
Office Policy and review it after thirty days.

All documents are available for inspection in the office of the
Clerk/Auditor/Recorder.
