1)	An independent, technical school established in Moscow.
        a.	Communications
        b.	Alternative Energy Research and Development
        c.	Auto Repair – Electric Vehicles
        d.	Prototype Homes “Off The Grid”
        e.	Center of Urban Self-Sufficiency
        f.	Regional Transit Development – Northwest

2)	Re-establish the commuter railroad from Pullman, WA to 
       Lewiston,ID (must go through Moscow, ID)

3)	50 Car Electric-Powered, Hybrid Fleet

        a.	Some for a fleet of taxis.
        b.	Some for local politicians.
        c.	The rest for private ownership, perhaps businesses.

4)	Re-outfit 40% of Moscow homes with “off the grid” technology 
        by 2005.

5)	Re-outfit 40% of Moscow homes with water conservation devices.

6)	Re-outfit 40% of Moscow homes with energy-conservation technology 
        (the three “40 percents” overlap, so that everyone in the 
        community is affected by the changeover to 
        energy-conserving technology)
