To control sprawl and reduce spending (sewers, roads, etc.), I'd like to 
see a "cluster-home" mode of development.  So if someone wants to put 40 
houses on 40 acres (speculative numbers here), they don't subdivide the 
land into 40 1-acre lots.  Instead, I'd like to see a cluster of, say, 40 
houses, tightly grouped, and then the remaining land in the 40 acres would 
be set aside as open space (or 20 houses clustered on 20 acres, and another 
20 clustered on 20 acres).

That's not to say that this would be the only mode of development allowed, 
but I would like to see this model adopted for some development.  This 
helps preserve open space while reducing costs for installation and 
maintenance of roads, utilities, etc.  It can reduce run-off from roads (as 
there are fewer roads to cause run-off), and instead of channelling all 
that road run-off into sewers, the rain would still help recharge the 
ground water.
