As I understand the financing, I don't believe I can agree. The taxes paid
by the attorney and, soon, accountant moving from downtown are still being
paid on their old buildings by their downtown property owners. Additional
taxes are being generated by the new buildings erected in Alturas, and being
used to pay for the Alturas infrastructure. Finally, under tax increment
financing, I do not believe any school taxes are diverted. The MSD actually
is getting new tax revenue from the construction in Alturas as well as that
from the buildings that are still downtown.
