Is this not the case when small rural communities with declining school
populations consolidate with other communities, or, as in the recent case at
Troy, de-consolidated and took their school back from a larger district? Are
not such actions done by a vote of the persons in those districts, i.e.,
"local community?"
By the way, exactly what is a 'madrasa's' Deal'?
