setup a false dilemma.
A
third option would be to see that it is not the city's responsibility (or
charter) to build and run a pool. If the citizens of Moscow want a pool, then it
should be funded and run privately.

I guess the
best way to opt out of paying for those things (pool, 1912 white elephant,
etc.) would be to, well, opt out of living in Moscow.
