Don,
It's not the tourists that concern me. It's the
people who go there on a regular basis and fill fairly large (300-500 gallon)
water tanks in the back of their pickups. I can't speak for whether they
"donate" like most RV dumpers do. I'm also not worried about the
cost so much as the unrestricted use of the water by those not living within
city limits.
You may think it silly, but if the parts don't make it back on schedule and
the citizens of Moscow are forced to ration their water even further, you may
also show concern.

Let's try to figure out how we can charge
tourists for the
air they breathe while driving through Moscow.
During
the late summer, of course, we might offer a reduced
rate when there's a lot
of dust/smoke in the air.
Yes, I think the initial concern was silly,
because only
pennies per day were involved. Well, maybe dimes. Try
this:
All the water loaded into all the RVs at the park in one day
would
be less than would be applied to one Moscow lawn, even
if the lawn-owner
abided by the present
water-only-every-other-night restriction.
