Update on Water Crisis

Please note the following PR which was issued this afternoon:

"City of Moscow water patrons have responded to the current water crises and
water demand is down considerably.  We appreciate the efforts of our
citizens.

Recognizing this reduced demand, City of Moscow is now allowing lawn
watering according to the following mandatory schedule beginning this
evening.  

Those house addresses ending in an even number may water on even numbered
days; odd number house addresses may water on odd numbered days.  Lawn
watering may only occur from 8:00 p.m. to 11:00 p.m.  City of Moscow will
monitor water use and will take additional measures as conditions dictate.
