Moscow's Water Crisis??



It is now Friday afternoon and I am still running into people who do not
know there is a water ban in place in Moscow.  Some were aware there was a
problem with a pump, and others were aware there was an alternate day rule
in place, but others were completely unaware.

I am now being required to refrain from watering my grass, or my garden, or
my car for two weeks.  This during a long dry spell.  I understand about the
pump breaking, and I understand that this will cause problems, but there are
many things I do not understand.

Why is it not okay to wash my car in my driveway, but it is okay to go to a
car wash where I will use a great deal more water??  If there is this
emergency, why aren't the car washes closed?

Why isn't the pool closed??   If we need to conserve water during this two
weeks, why are we wasting it in an outdoor pool??

Why wasn't the alternate day idea given time to work??  I thought the pump
went bad several days ago, shouldn't we have been doing the alternate day
thing right away??

Mechanical things do break!  Even water pumps. Why didn't the city have an
effective back up plan in place??

Right now, many of those I have spoken to do not see this as an emergency.
City government is severely lacking in credibility.  People are going to
water the gardens anyway. And they are going to have their cars washed too!
