Tell me about it. My property taxes seem to go up every year.

Doesn't this sneaky-summer tactic apply to ALL ordinances passed during the 
months the students are absent? Perhaps the city council should table 
everything until September?

In any case, we made the (inter)national news on _this_ particular issue. 
Moscow residents all round the world had plenty of time to phone/(e-)
mail/fax/carrier-pigeon whatever it was they wanted to say.
