I believe Ben is operating under a mis-conception. The words "southern
hemisphere" or "lower hemisphere" come from one of the early attempts at
writing an indecency ordinance, and attempted to describe the lower half of
a woman's breast. The problem most who object to the council's action have
is the issue of gender inequity. A woman's nipple must be covered and a
man's nipple may be uncovered. The issue is not one of public nudity, but
rather the city council's attempt to legally declare that woman is born
indecent.
