How would you define a "voluntary drop out"? Is an elementary student who
leaves for home schooling a drop out? Is a secondary student? Does a high
school student who leaves school to pursue a college degree a drop out? How
about a student who leaves because their individual learning style is
different from the district's teaching style? Are they voluntary drop outs
or did they leave because there was no reason to stay? Do students drop out
because it is something they actively want to do or because they can see no
other alternative?
