rational look at MSD and PSD

There is one question that has several different answers depending on who is 
giving the statistics:

Is the dropout rate at Moscow ONLY those students who voluntarily drop 
out? Or does it also include those who are expelled. I believe there is a big 
different in that percentage if it includes Everybody who leaves the school 
system, whether voluntarily or otherwise.
