1.	Approval of Minutes of December 3, 2001

2.	Overtime/On Call Time Personnel Policy Proposed Change - Leslie Moss
	The Police Department is requesting a change in item (2) in the
Overtime/On Call Time Policy to exclude police personnel from counting
holidays as hours worked for overtime purposes.
									
	ACTION:  Recommend approval of changes to the Overtime/On Call Time
Personnel Policy; or take other action deemed appropriate.

3.	Proposal by Fire Department Administration for Fire/EMS Advisory
Committee - Rod Hackwith
	The Fire Department is proposing to have a Community Advisory
Committee formed as per the attached memo.

	ACTION:  Provide staff direction

4.     Adelphia Cabletelevision Franchise Extension  Request - Randy Fife
	The cable television franchise agreement Adelphia has with the City
of Moscow, Idaho and the City of Pullman, Washington will expire December
31, 2001, at midnight.  Although negotiations and preparations for franchise
renewal have been occurring for some time, it is the opinion of both city
attorneys and their consultant that a six-month extension of the current
franchise with all of its conditions will facilitate the resolution of the
matter.  Adelphia representatives agree with the term and the conditions of
the extension.

	ACTION:  Recommend granting extension and authorizing the Mayor's
signature on the agreement; or take such other action as deemed appropriate.

1.	  Approval of Minutes of November 5, 2001, and December 3, 2001 

2.	 Memorandum of Understanding with Idaho Department of Lands to
Receive Grant Funding - Brant Kucera
	The City applied for Community Enhancement Transportation funds in
September to landscape the Wren Property and for tree plantings along
Highway 95/8.  The grant application was for $12,780 with a City match of
$2,200 in staff and volunteer time.  Idaho Department of Lands awarded the
full amount of the grant November 30, 2001.  The City must enter into a
Memorandum of Understanding with IDL in order to receive reimbursement for
purchases.  Reviewed by Public Works/Finance December 10, 2001.

	ACTION:  Recommend Approval of the Memorandum of Understanding and
authorize the Mayor's signature thereon.

3.	"C" Street (Cherry to Lieuallen) L.I.D. #126; and "C" Street L.I.D.
#128 - Dave Klatt
	Assessment rolls have been prepared for "C" Street LIDs 126 and 128
using a method deemed most appropriate for distributing costs with relation
to benefits derived from the improvements. 

	ACTION:  Recommend acceptance of the method of assessment and
distribution of costs and direct staff to prepare presentation for council;
or modify the method used for assessment calculations and bring revised
assessment roll back to Public Works; or take other action deemed
appropriate.
