2. Award of Janitorial Services Contract - Roger Blanchard
Three proposals were received for professional janitorial services
for City buildings. Of the three proposals, Service Master submitted the
lowest proposal of $44,376.00.
Council Consent Agenda Item #1F
ACTION: Recommend accepting Service Master's proposal for
professional janitorial services and authorize the Mayor's signature on a
contract for those services; or take other action deemed appropriate.
3. Overtime/On Call Time Personnel Policy Proposed Change - Leslie Moss
The Police Department is requesting a change in item (2) in the
Overtime/On Call Time Policy to exclude police personnel from counting
holidays as hours worked for overtime purposes.

ACTION: Recommend approval of changes to the Overtime/On Call Time
Personnel Policy; or take other action deemed appropriate.
4. Pomax Agreement for Dispatch Services - Dan Weaver
Discuss contracting with Pomax, Inc. to do a feasibility study
regarding consolidation between the Moscow Police Department Communication's
Center and the Whitcom Communication's Center.

4. Proposed Agreement with Electrical Specialists - Mark Cook
At the November 5, 2001 Public Works/Finance Committee, staff was
directed to report on the acceptability of staff's encroachment permit
allowing building expansion over an existing City stormwater pipe.

ACTION: Recognize the acceptability of the proposed encroachment
permit; or take other action deemed appropriate.
5. QUALSERVE Self-Assessment, Peer Review and Participation Utility
Agreement - Tom Scallorn
American Water Works Association "QUALSERVE" Program is modeled
after a number of organizational evaluation programs. QUALSERVE is designed
to assist utilities with establishing programs to improve performance,
enhance efficiency, and increase customer satisfaction.

ACTION: Recommend authorizing staff to proceed with the QUALSERVE
program and authorize the Mayor's signature on the agreement; or take other
action deemed appropriate.
6. Leak Detection-Conservation Report/Update - Tom Scallorn
American Leak Detection conducted a leak survey of the City's
distribution system. The data supports the opinion that our conservation
efforts in the area of price, education, devices and public information are
producing results.

Licenses for Year 2002 - Chris Bainbridge
The liquor license renewal process for
calendar year 2002 is nearly complete, although some applicants are still
working toward full compliance with all City Requirements. Approval of all
renewals is required before licenses can be issued.
ACTION: Approve the attached list of
Alcohol and Restaurant License Applications for year 2002, pending full
compliance with all City requirements for such license renewal.
E. Approval of Renewal of Secondhand Dealers and
Pawnbroker Licenses for Year 2002 - Chris Bainbridge
The business listed below submitted its
application and fee for renewal of its secondhand dealer/pawnbroker license
for the year 2002. The Moscow Police Department has recommended approval
for this license renewal.
ACTION: Approve the Secondhand Dealer and
Pawnbroker License application for the following secondhand store: Now and
Then, 321 E. Palouse River Drive

2. Consideration of Ordinance Annexing Properties Surrounded by the
City of Moscow - Joel Plaskon
The annexation policy states that, "property located
adjacent to the City shall be annexed when a) The property is completely
surrounded by the City." The parcels of land described in the ordinance
include all such parcels that are surrounded by the City of Moscow. The
Administrative Committee invited owners of the described properties to a
meeting held on May 14 (minutes enclosed). At the July 2, 2001 Council
meeting, the ordinance was approved on first reading.
ACTION: Reject ordinance; or approve ordinance annexing
properties surrounded by the City of Moscow on second reading or under
suspension of the rules requiring three complete and separate readings and
that it be read by title only; or take other action deemed appropriate.
3. Set Meeting Dates for January Meetings - Gary J. Riedner
The third Monday in January, which is the normal meeting
date for the Council's January Special meeting, falls on Human Rights Day,
also a Federal, State and City holiday. City Code Section 2-2-1 states that
in the event a Council meeting falls on a holiday the Council will convene
on the following day which is not a holiday, or on Tuesday, January 22,
2002.
ACTION: Set meeting dates for January Special meeting for
Tuesday, January 22, 2002, or take other action deemed appropriate.
