No disagreement, however, there seems to now be a question as to that need.
The statement that insurance rates will rise (certainly the insurance
industry's perception of need and therefore safety) if it isn't built has
been put into question by the fact that some companies will not change their
homeowner rates even if the lack of the proposed station causes Moscow's
protection rating to decline. The rating change comment is a presumption I
am trying to confirm.
