COMMISSIONERS’ PROCEEDINGS
Week of June 25, 2001

Commissioners Paul J. Kimmell, Loreca J. Stauber, and John A. (Jack) Nelson
met in regular session on Monday, June 25, 2001, Commissioners Kimmell and
Stauber met in regular session on June 27, 2001; the following actions were
taken:

By Motion and Order opened as a Board of Equalization on Monday, June 25,
2001.

By Motion and Order convened in Executive Session at 10:20 A.M., June 25,
2001, to consider acquisition of an interest in real property, pursuant to
Idaho Code 67-2345 (1)(c).  Adjourned at 10:53 A.M.

By Motion and Order authorized the Chair’s signature on Short Plat Number 1
for Gertrude Wagner.

Approved, signed and filed a request for Cancellation of Taxes in the amount
of $458.08 in behalf of Pete V. Vigue, Parcel Number RPJ1390012003CA; land
was double assessed.

Filed a Vehicle Damage Report to ICRMP, Sheriff.

Filed a Vehicle Damage Report, Fairgrounds.

Filed Fee Report - Clerk/Auditor/Recorder for the month of May, 2001.

Approved, signed and filed a request for a 2-year increment increase for
Carla Thompson, Part-time Regular Vehicle Registration Specialist, Assessor,
Motor Vehicle, Department 02B, Line 06, effective May 1, 2001.

Approved, signed and filed a request for a 2 year increment increase for
Susan J. Scott, Part-time Irregular Clerical Assistant, Cooperative
Extension, Department 10, Line 04, effective June 1, 2001.

Approved, signed and filed a request to hire, with Increment Eligibility of
+2 years, Thomas C. Edgley, Communications Specialist, Sheriff, Department
04D, Line 03, effective June 18, 2001.

Approved, signed and filed a request for a ten hour/four day work week for
the summer, for Brian Dulin, Youth Services.

Approved, signed and filed a request for Tuition Aid to North Idaho College
by Cheyenne Bailey.

Sitting as a Board of Equalization, approved, signed filed a request for
Casualty Loss in behalf of James M. Dill, MH23CT00029A, in the amount of
$1,461.00. Mobile Home had to be destroyed due to methamphetamine lab
contamination.

By Motion and Order, having held a public hearing as provided by law,
adjusted the 2000-2001 budget as follows:
To establish the Edward Byrne Memorial Grant 2 Budget, line
203-00-0812-0000,  Capital-Equipment in the amount of $27,215 - revenue
Idaho State Police.
To establish a cash Edward Byrne Memorial Grant 2 Fund - revenue Idaho State
Police.

Approved, signed and filed Resolution 2001-17 to include wireless telephones
in the definition of telephone line which will include a telephone user fee
of $1.00 for month for wireless telephones in Latah County.

By Motion and Order convened in Executive Session at 11:01 A.M. on June 27,
2001 to discuss records that are exempt from public inspection; indigent,
pursuant to Idaho Code 67-2345 (1)(d).  Adjourned at 11:20 A.M.  Two cases
approved, four cases denied.

By Motion and Order approved the Chair’s signature on an Equipment Service
Contract with Integra Information Technologies, Inc., effective July 1, 2001
to June 30, 2002.  This is the Paperclip program utilized in the Recording
System for scanning located in the office of the Clerk/Auditor/Recorder.

By Motion and Order convened in Executive Session at 1:16 P.M. on June 27,
2001 to discuss Personnel Matters, pursuant to Idaho Code 67-2345
(1)(a)&(b).  Adjourned at 1:36 P.M.

Sitting as a Board of Equalization, approved a request for Casualty Loss in
behalf of Karen Szelwach-Aronson, RPM080000060010A, in the amount of
$13,446.00, for tax year 2001, due to catastrophic sewer backup making
property unmarketable.

Sitting as a Board of Equalization, approved a Hardship Exemption, pursuant
to Idaho Code 63-602AA, in behalf of Jeanette K. Ropp, RPM07500050080A, in
the amount of $32,547.00.

Budget Presentation, Clerk/Auditor/Recorder, District Court and Social
Services, Susan Petersen.  No action taken at this time.

Sitting as a Board of Equalization, reinstated a Homeowner’s Exemption for
2001 on parcel  RPB1260008002AA; parcel had been erroneously removed; owner
Emmett Staniford.

Sitting as a Board of Equalization, upheld the present valuation in the
amount of $106,749.00 on parcel RP38N03W040602A, property owned by Tim
Eichner and Don & Marilyn Eichner.

By Motion and Order, having received, opened and noted the information
contained within a bid from GenCon, Inc. will take the information under
advisement and render a decision within thirty days from this date, June 25,
2001.  The bid amount was $34,410.49 to complete a Troy flood mitigation
project.

Week of July 2, 2001

County Offices were closed on Wednesday, July 4, 2001 in observance of the
Fourth of July Holiday. Commissioners Paul J. Kimmell, Loreca J. Stauber,
and John A. (Jack) Nelson met in regular session on Monday, July 2, 2001 and
Friday, July 6, 2001.  The following actions were taken:

By Motion and Order, convened in Executive Session at 10:26 A.M., July 2,
2001, to discuss records that are exempt from public inspection, pursuant to
Idaho Code 67-2345 (1)(d).  Adjourned at 10:27 A.M.  One case approved.

Approved, signed and filed Amended Resolution 2001-16, correcting a total
dollar amount transferred to the City of Moscow from $471.00 to $235.50.

Filed the ICRMP Monthly Claims Loss Run for May 2001.

Approved, signed and filed the Elk Butte Operating Plan Agreement between
Latah County and the Clearwater-Potlatch Timber Protective Association, Inc.
for the use of repeater tower.

Filed the resignation of Steve Vinsonhaler, Law Clerk, Clerk of the Court,
Department 01AA, Line 01, effective May 31, 2001.

Filed a Vehicle Damage Report, Parks and Recreation.

Filed a request for nomination for the 2001 H. Sydney Duncombe Award for
District II.

Approved, signed and filed a request to transfer a Retail Alcohol Beverage
License from James R. Olson, dba Dick’s Horseshoe, to Mary Ellen Theurer and
Dorothy Von Bargen, dba Horseshoe Pub LLC, 517 S. Main, Troy, Idaho.

By Motion and Order amended the Board of County Commissioners Office Policy
as contained in the memo dated June 27, 2001, with the change in the dress
rule reflected as written, effective July 1, 2001.

Sitting as a Board of Equalization, upheld the present valuation in the
amount of $112,600 on parcel RPM00000074242A for the year 2001; property
owned by Indian Hills Trading Company, Inc.

Sitting as a Board of Equalization, approved a request for Tax Exemption by
Emmanuel Lutheran Church, parcel numbers RPM01270010010A, RPM01270010020A
and RPM 0127001003AA for the year 2001.

Sitting as a Board of Equalization, by a vote of two in favor and one
opposed, adjusted the valuation on parcel RPM00000094875A for the year 2001
to $10,000 reflecting the limited access to the property; owned by Richard,
Daniel and Dewey Moser.

Sitting as a Board of Equalization, by a vote of two in favor and one
opposed, upheld the present valuation in the amount of  $20,200 on parcel
RPM00000094715A for the year 2001; property owned by Arlee and Lee Lakin.

Sitting as a Board of Equalization, by a vote of two in favor and one
opposed, adjusted the valuation on parcel RPM9600000001AA to $99,570 for the
year 2001; property owned by James Richey Family, LLC.

Sitting as a Board of Equalization, upheld the present valuation of
$1,228,400 on parcels RPM00000187990A and RPM00000188000A for the year 2001;
property owned by Ray Dillon and Tami Jolly Rev. Living Trust.

Sitting as a Board of Equalization, upheld the present valuation of $53,000
on parcel  RPM00000057370A for the year 2001, property of  Dennis and
Charlotte Fullerton.

Sitting as a Board of Equalization, upheld the present valuation of $248,800

Sitting as a Board of Equalization, upheld the present valuation of $50,000

Sitting as a Board of Equalization, adjusted the valuation on parcel
RPM04700010150A to $123,525 for the year 2001; property of Richard Coffman.

Sitting as a Board of Equalization, adjusted the valuation on parcel
RP42N05W087228A to $30,685 for the year 2001; property owned by Kerns Farms,
Inc.

Sitting as a Board of Equalization, by a vote of two in favor and one
opposed, upheld the assessed valuations for the year 2001 on parcels
LRM00000127510A, WinCo; LRM00000127515A, Specialty stores; and
LRM00000127513A, Office Depot/Hastings; property owned by Palouse Mall
Associates.

Sitting as a Board of Equalization, adjusted the valuation to $1,404,900 for
the year 2001 on parcel RPM0740001001CA, based on a reduction in bed holding
capacity from 94 to 65; property owned by Moscow Care Center - Vetas Realty
LTD Partnership.

Sitting as a Board of Equalization, upheld the valuation of $96,942 for the
year 2001 on parcel RPM0710002002AA; property owned by Brian Westgate and
Sharon Harris.

Sitting as a Board of Equalization, adjusted the valuation to $83,237 for
the year 2001 on parcel RP40N020W042434A; property owned by Carole and Ned
Schroeder.

sitting as a Board of Equalization, met in regular session on Monday, July
9, 2001, and on Wednesday, July 11, 2001; the following actions were taken:

Denied a request for Tax Cancellation on parcel M01800020030 in behalf of
Harold Allen Wildey; did not file home owner’s exemption in a timely manner.

Signed and filed Public Defender hours for the month of June 2001, as
submitted by D. Ray Barker.

Signed and filed Public Defender hours for the month of June 2001, as
submitted by Gregory C. Dickison.

By Motion and Order approved the Chair’s signature on a Professional
Services Contract between Latah County and Weeks and Vietri Counseling to
provide substance abuse treatment.

Filed a Certificate of Workers Compensation Insurance covering the employees
of Latah Sanitation, Inc.

Filed a complaint from Lee Lisher.

Signed and filed the Fee Report - Clerk/Auditor/Recorder for March 1, 2001
through March 31, 2001.

Approved, signed and filed the Commissioners’ Proceedings for the week of
June 18, 2001.

Sitting as a Board of Equalization, adjusted the valuation on parcel
RPM00000127600A from $120,025 per screen to $101,450 per screen for a total
of $405,800 for four screens for tax year 2001; property owned by Palouse
Mall Associates, University Four Theatres.

Sitting as a Board of Equalization, upheld the present valuation on parcel
RP01760000005BA for tax year 2001; property owned by Ronald Lynn Mahoney.

Sitting as a Board of Equalization, upheld the present valuation of $162,262
for land and improvements on parcel RP017600000010A for the tax year 2001;
property owned by John E. Acuff.

Sitting as a Board of Equalization, upheld the present valuation of $170,500

Assessor’s Office, adjusted the valuation on parcel MH24CT00419A from
$13,605 to $8,323 for tax year 2001, reflecting the condition of the home;
property owned by Robert F. Bonsall.

Sitting as a Board of Equalization, upheld the present valuation of $213,824
on parcel RPM00250020050 for tax year 2001; property owned by Michael and
Laura Mahaffy.

Sitting as a Board of Equalization, adjusted the valuation on parcel
RPJ14200007520A from $25,000 to $17,500 for tax year 2001 based on a “cost

Commissioners Kimmell and Nelson, on behalf of Latah County hosted the
quarterly City/County/UI Breakfast, July 11, 2001 at 7:00 a.m., at the
University Inn, Best Western. Rural Development in Latah County was the
topic of discussion.

By Motion and Order, authorized the Chair’s signature on a Professional
Services Agreement, between Latah County and Gary E. Eggers for work
associated with maintenance and repairs of County property, e.g. Moose Creek
Reservoir and the Blue Lagoons for 2001.

Approved, signed and filed a letter to Dave Couch, District Traffic Engineer
requesting signage on Highway 95 for Phillips Farm County Park.

By Motion and Order, acknowledge, file and continue reviewing bid submission
from Busch Distributors for 2002 County fuel bid, opened on July 11, 2001.

By Motion and Order, convened in Executive Session at 11:17 A.M. on July 11,
2001, to discuss “Personnel Matters,” pursuant to Idaho Code Section 67-2345
(1)(a)&(b). Adjourned at 11: 54 A.M.

By Motion and Order, convened in Executive Session at 1:02 P.M. on July 11,
2001, to discuss “Records That Are Exempt From Public Inspection; Indigent,”
pursuant to Idaho Code Section 67-2345 (1)(d). Adjourned at 2:06 P.M.
Twelve cases approved, fifteen cases denied.

By Motion and Order, not conduct a public hearing, and approve the request
and adopt the Findings of Fact and Conclusions of Law signed by the Latah
County Zoning Commission for the rezone application made by Mark and Judy
Comstock for their parcel of land, located in Section 10, Township 41 North,
Range 05 West, B.M., in Latah County, to be rezoned from Agriculture/Forest
to Rural Residential (R-5).
