COMMISSIONERS’ PROCEEDINGS
Week of April 9, 2001
Commissioners Paul J. Kimmell, Loreca J. Stauber, and John A. (Jack) Nelson
met in regular session on Monday, April 9, 2001, and again in session on
Friday, April 13, 2001; the following actions were taken:
By Motion and Order, convened in Executive Session at 9:02 A.M. on April 9,
2001, to discuss Personnel Matters; Pursuant to Idaho Code Section 67-2345
(1)(a)&(b). Adjourned at 9:07 A.M.
Approved, signed and filed the Commissioners’ Proceedings for the week of
April 2, 2001.
Signed and filed the Findings of Fact and Conclusions of Law regarding
Decision to Remand CUP#605, issued to Upbiquitel to construct a wireless
communication tower, to the Zoning Commission for them to consider new
evidence, and if appropriate, issue amended findings, conclusions and
decisions. The Latah County Zoning Commission shall only look at evidence
as it relates to Finding #31 and Condition #4 and may only alter those
findings and conditions if deemed appropriate by the Zoning Commission.
Passed April 9, 2001.
By Motion and Order, nominated Tom Townsend for Re-appointment to another
3-year term to the Resource Advisory Council of the United States Department
of Interior, Bureau of Land Management, Upper Columbia - Salmon Clearwater
District.
Approved, signed and filed a request to hire Michael G. Neelon, Detention
Deputy, Sheriff, Department 04E, Line 09, effective April 2, 2001.
Approved, signed and filed a Request for Tuition Aid to North Idaho College
by Heather Cothren.
Filed the Public Defender Hours for the month of March, 2001 as submitted by
Brian D. Thie.
Filed the Public Defender Hours for the month of March, 2001 as submitted by
Gregory C. Dickison.
By Motion and Order, authorized the Chair’s signature on the Cooperative Law
Enforcement Agreement and the Financial and Operating Plan between Latah
County Sheriff’s Office and USDA Forest Service, Clearwater National Forest,
for the period of October 1, 2000 through September 30, 2001. Latah County
will provide law enforcement services on Forest Service land; Latah County
will receive $25,000 for these services.
By Motion and Order, authorized a letter of support for the Idaho
Transportation Department, applying for grant funds through the National
Highways Grant Program, Federal Highways Administration. Funds will be
used to establish a Corridor Management Plan for Whitepine Scenic Byway
Route on Idaho State Highways 3 and 6.
Signed and filed a memo from County Surveyor, Ron Monson regarding reduced
Courthouse hours, and accepting recommendation from Steve Fiscus, Assessor,
to amend Surveyor schedule.
By Motion and Order, convened in Executive Session at 11:35 A.M. on April 9,
2001, to discuss Records Exempt from Public Inspection; Indigent, Pursuant
to Idaho Code Section 67-2345 (1)(d). Adjourned at 11:46 A.M. Thirteen
cases approved, zero cases denied.
On April 10th and 11th, 2001, Commissioners Kimmell and Nelson attended the
IAC Training at the University Inn, Best Western in Moscow.
On Friday, April 13, 2001, the Board conducted a Tax Deed Auction for real
property #RPK1450031008BA, located at 403 N. Kirby, in Kendrick. The Board,
by Motion and Order accepted the highest bid, in the amount of $19,900.
Commissioners Kimmell and Nelson voted to accept the bid, Commissioner
Stauber voted to reject.
All documents are available for inspection in the office of the
Clerk/Auditor/Recorder.
