Growth without Change?

Visionaries,

This morning's Daily News carried an article about the new census figures for Latah and Whitman County.  Its headline read "Growth without Change."  I wasn't sure how the reporters came up with that particular theme.  Just a minute of reflection about what we've seen since 1990 brought these changes to mind ... the new Tidyman's, Alturas Business Park, Eastside Market Place, First Step Research, Hamilton Aquatics Center, Carol's Park, the new South Couplet, Gritman's rennovation, the remarkable scar on highway 95 north, MBS expansion, WinCo, Emporium, Hastings, Office Depot, Staples, Walmart and Applebee's, not to mention whatever subdivisions have sprung up or expanded, or for that matter, however you want to characterize the struggles and some successes of downtown businesses.  Our retail, service, and real estate markets look entirely different than they did in 1990.

If that's not change, what might qualify?
