MANY CITIES PAY THEIR OWN BUILDING PERMIT FEES AS A MATTER OF POLICY EVEN ON 
THEIR OWN TAX FUNDED PROJECTS.  

SINCE THIS PROJECT IS SUPPOSEDLY BEING ACCOMPLISHED WITH OTHER THAN CITY TAX 
REVENUES, WHY SHOULDN'T THE CITY GET ITS USUAL AND CUSTOMARY PERMIT FEES?  

IF NOT, WHO SAYS THE TAXPAYERS AREN'T SUBSIDIZING THE RENOVATION OF THE 1912 
BUILDING.
