1.	Minutes of December 11, 2000

2.	Proposed Runaway Ordinance Amendment - Randy Fife
The City recently amended Moscow City Code 10-1-13 to eliminate misdemeanor 
penalties for a runaway.  This amendment would restore those misdemeanor 
penalties by adding language similar to the Latah County Ordinance and 
similar to what has been in the Moscow City Code up until the recent past.
						Council Agenda Item #2
ACTION:  Recommend rejecting Ordinance; or approving Ordinance on first 
reading or under suspension of the rules requiring three separate and 
complete readings and that it be read by title only; or take such other 
action as deemed appropriate.

3. 	Annexation Policy Discussion - Dale Pernula
At the December 4, 2000 Administrative Committee, council asked staff to 
prepare a spreadsheet showing which of the 29 listed, annexable parcels are 
served with city water, city sewer, or both, and/or have residences upon 
their parcels.  Staff was also asked to determine which part of the Fosberg 
property is and is not now annexed.

	ACTION:  Direct staff

4. 	Weigley Lot Division - Dale Pernula
Ralph Weigley owns a 1.85 acre parcel of land located on "F" Street which 
he wishes to divide into four lots as shown on the enclosed drawing.  The 
property is zoned R-3, and all lots meet minimum lot area and width 
requirements.
				Council Consent Agenda Item #1G
ACTION:  Recommend approval of lot division; or take such other action as 
deemed appropriate.

5.	Moratorium on Issuance of Permits for Antenna Towers in Excess of 
Thirty-five Feet in Height - Dale Pernula
The current moratorium on the installation of antenna towers in the City of 
Moscow and Area of City Impact expires January 16, 2001.  A public hearing 
has been scheduled for January 2, 2001 regarding the new Telecommunication 
Tower Ordinance.  Additional work is necessary to establish policies on 
co-location of antennas on city-owned facilities.

3.	Request Authority to Dispose of City Property - Surplus Firearms - 
Captain Hershaw
The Police Department has identified 24 firearms for disposal as surplus. 
 These firearms were acquired via replacement of city property, donation, 
and court forfeiture as indicated on the attached list.  Following past 
practice, the Police Chief requests the authority to sell these firearms to 
an out-of-area licensed firearms dealer for credit to be used to obtain 
needed equipment and supplies for the Police Department.  It is also 
requested that S & W pistol #TDA8367 be released to the Latah County 
Prosecuting Attorney's office as an inter-governmental agency transfer.

ACTION:  Recommend granting authority to Moscow Police Chief to dispose of 
the surplus city property in the manner described above; or take such other 
action as deemed appropriate.

4.	1912 Building Permit Fees Discussion - Randy Rice
The attached sheet indicates the cost of the permit fees for Phase I of the 
1912 Center Project.  The Council is being asked whether to waive some or 
all of said fees.

portion of the fees; or take such other action as deemed appropriate.

5.	Relocation of Paradise Creek Near Line Street on the University of Idaho 
Campus - Gary J. Riedner
The University of Idaho has a pending project regarding the relocation of 
Paradise Creek from Weir near the power plant to relocate the creek down 
Line Street and will end between the active railroad line and our railroad 
property adjacent to Highway 8.
	
	ACTION:  None required.

C. 	Transfer and Renewal of Alcohol License, from Capricorn to Thatuna 
Aaerie Fraternal Order of Eagles #2277  - Chris Bainbridge
The Fraternal Order of the Eagles has submitted an application and fees for 
transfer and renewal of the alcohol license for the establishment formerly 
known as Capricorn.
	
ACTION:  Approve issuance of alcohol license transfer and renewal to 
Fraternal Order of the Eagles , pending approval of inspectors, police 
department investigation, and obtaining required State and Latah County 
licenses.

D.	Approval of Renewal of Alcohol and Restaurant Licenses for Year 2001 - 
Chris Bainbridge
The liquor license renewal process for calendar year 2001 is nearly 
complete, although some applicants are still working toward full compliance 
with all City Requirements.  Approval of all renewals is required before 
licenses can be issued.

ACTION:  Approve the attached list of Alcohol and Restaurant License 
Renewals for year 2001, pending full compliance with all City requirements 
for such license renewal.

E.	Approval of Renewal of Secondhand Dealers and Pawnbroker Licenses for 
Year 2001 - Chris Bainbridge
The businesses listed below submitted appropriate application and fee for 
renewal of their secondhand dealer/pawnbroker license for the year 2001. 
 This has also been submitted to and approved by the Moscow Police 
Department for license renewal.

ACTION:  Approve the Secondhand Dealer and Pawnbroker License applications 
for those listed businesses for year 2001.

F.	Proposal to Overrun LEDC Line Item (01-4150-590) in Community 
Development Budget - Dale Pernula
The LEDC is currently searching for a new executive director and because of 
lack of estimated funding, the current budget will be in a deficit.  The 
LDEC has revised its budget and requests an increase in the City, County, 
University of Idaho, and private partner participation.  The increase is 
$5,000 to the City.  Reviewed by Administrative Committee December 11, 
2000.

ACTION:  Approve overrun of City's contribution to LEDC budget in the 
amount of $5,000.00.

of the courthouse facility and possible options for moving to different 
facilities and/or Latah County's collaboration of facilities with the City 
of Moscow and the Moscow School District.
