COMMISSIONERS PROCEEDINGS
Week of November 27, 2000

Commissioners Loreca J. Stauber, Samuel G. Duncan, and Paul J. Kimmell met
in regular session on Monday, November 27, 2000, and Commissioners Stauber
and Kimmell met on Wednesday, November 29, 2000.  The following actions were
taken:

By Motion and Order, opened as a Board of Equalization.

Approved, signed and filed the Commissioners’ Proceedings for the week of
November 20, 2000.

By Motion and Order, approved the Chair’s signature on the Building
Inspection Agreements between Latah County and the City of Genesee,
effective October 1, 2000 through September 30, 2001.

Approved, signed, filed a request to hire Paul Bauer as Part-time Regular
Housekeeper, Buildings & Grounds, Department 05F, Line 08, effective
November 28, 2000.

Approved, signed, filed a request for a 6-month increment increase for
Stephen Jaszkowiak, Part-time Irregular Park Maintenance Worker, Parks and
Recreation, Department 05G, Line 04, effective November 1, 2000.

Approved, signed, filed a request for a Tax Cancellation in the amount of
$608.36 on behalf of T.E. Anthony Brown, MH20CT04014A. Homeowner’s exemption
should have been granted for the year 2000.

Approved, signed, filed an Extension Request for Personal Property Taxes on
behalf of Nicole Rae Agidius, MH26CT00001A, in the amount of $36.41 plus
penalty and interest, to be paid by January 22, 2001.

Signed and filed Vehicle Damage Reports to ICRMP, for Sheriff’s Office.

Signed and filed the ICRMP Deductible Statement of Losses for the year 2000.

Approved, signed, filed votes cast for the 2000 ICRMP Board of Trustees
Election.  Latah County cast its votes for Loreca J. Stauber, District II
and Kathy Shippen, Gem County, Member at Large.

Denied, signed, filed a request for Cancellation of Taxes on behalf of Hazel
M. Rodger, RPT00000076800A.  Applicant is not eligible.

Filed a notice of surplus property sale by the State of Idaho.  Dave Douglas
and Mike Rollins shall look over the property as a potential motor pool
site.

Approved, signed and filed a request for Renewal of the Retail Alcohol
Beverage License by William Harold Hartman, dba Bailey’s Bar, 104 Main
Street, Bovill, ID.

Approved, signed and filed a request for Renewal of the Retail Alcohol
Beverage License by
El Mercado, Inc., dba El Mercado Restaurant, 1420 South Blaine Street,
Moscow.

Approved, signed and filed a request for Renewal of the Retail Alcohol
Beverage License by Carole M. Whitcher dba Genesee Food Center, 216 W.
Chestnut, Genesee.

Approved, signed and filed a request for Renewal of the Retail Alcohol
Beverage License by Phil’s Food City, Inc. dba Phil’s Food City, 507 Main
Street, Kendrick.

Approved, signed and filed a request for Renewal of the Retail Alcohol

Approved, signed and filed a request for Renewal of the Retail Alcohol

Approved, signed and filed a request for Renewal of the Retail Alcohol

Approved, signed and filed a request for Renewal of the Retail Alcohol
Beverage License by Richard D. Glessner dba White Horse Café, 401 2nd
Street, Deary.

Approved, signed and filed a request for Renewal of the Retail Alcohol
Beverage License by Winco Foods, Inc. dba Winco Foods #29, 1700 W. Pullman
Road, Moscow.

Filed correspondence from Peg Reagan, Executive Director of Conservation
Leaders Network regarding funding opportunities through the “Secure Rural
Schools and Self Determination Act of 2000,” which became Public Law 106-393
on October 30, 2000.  PL106-393 set aside 15% of the payments for counties
to spend on either federal land projects or county projects.

By Motion and Order convened in Executive Session at 11:01 AM on November
27, 2000, to discuss Indigent Matters, pursuant to Idaho Code Section
67-2345 (1)(d).  Adjourned at 11:32 A.M.  One case approved, zero cases
denied.

By Motion and Order, approved the formation of a GIS Committee pursuant to
the memo dated October 24, 2000 from Mike Kinner, Information Services
Director.  Committee will assist the GIS Project Coordinator in the
implementation of the County GIS Program and shall be comprised of Susan
Ripley, Assessor’s Office; Rita Smith, Auditor’s Office; Darla Buckley,
Sheriff’s Office; Gary O’Keefe, Disaster Services; and Gerard Billington,
Planning & Building Department.  Committee term shall expire 9/30/02.

By Motion and Order, adopted the attached, revised 2001 Solid Waste Fee
Reduction for the 2000 Circuit Breaker Program.  Because of the Solid Waste
Fee increase of 4.99%, the Solid Waste Fee Reduction had to be adjusted.

Denied, signed, filed a Tax Cancellation Request on in the amount of
$1,109.05, on behalf of John S. and Lisa D. Van-Deventer, RPM00250020060A.
Residents did not qualify for the homeowner exemption in 2000.

By Motion and Order convened in Executive Session at 3:34 PM on November 27,
2000, to discuss personnel matters, pursuant to Idaho Code 67-2345
(1)(a)&(b).  Adjourned at 3:45 PM.

By Motion and Order, closed as a Board of Equalization on November 27, 2000
at 4:55 PM.

Approved, signed and filed a request for the Transfer/Renewal of the Retail
Alcohol Beverage License from Capricorn Management Inc. dba The Capricorn to

Main, Moscow.

Approved, signed and filed a request for Renewal of the Retail Alcohol
Beverage License by Thatuna Aerie #2277/Fraternal Order of Eagles dba Moscow
Eagles, 123 N. Main, Moscow.

Resolution 2000-27, declaring the organization of the Potlatch Recreation
District and establishing Recreation Commissioner Sub-districts, pursuant to
Idaho Code 31-4304, based on the approval of voters in the November 7, 2000
election.  Passed November 29, 2000.

Approved, signed, filed a Payment Extension Request for Personal Property
Taxes on behalf of Randy B. or Baret J. Ludiker, MH20CT02006 no later than
April 15, 2001.

Approved, signed, filed an Extension Request for Personal Property Taxes on
behalf of Audrey Morgan, MH41N03W091049A, due no later than April 15, 2001.
Payments will be made on 27th of each month, from January through April.

Approved, signed, filed a Tuition Aid Request by Kristy M. Franklin to North
Idaho College.
