I believe they do need to comply.  My copy of the ADA Accessibility 
Guidelines for Buildings and Facilities (ADAAG) states regarding parking 
location that, "Accessible parking spaces serving a particular building shall 
be located on the shortest accessible route of travel from adjacent parking 
to an accessible entrance." 

Sounds to me that close, by itself, is not a criteria as long as they are 
closer than those for non-handicapped.
