1.	Minutes of September 18, 2000

2. 	Proposed Parade Policy - Dan Weaver
Currently the City does not have a policy dealing with parades.  After 
considerable research by the City Attorney's Office, it is suggested that 
an official policy be enacted.  Utilizing that research and policies from 
other entities, the attached policy is presented for consideration.  Fees 
for parade permits would be established from time to time by action of the 
Council.

ACTION:  Recommend rejecting ordinance; or approve ordinance on first 
reading under suspension of the rules requiring three complete and separate 
readings and that it be read by title only; or take such other action as 
deemed appropriate.

3. 	Agreement with the Idaho Department of Corrections for the Provision of 
Labor for City Projects - Randy Rice
This agreement allows the City and Department of Corrections to develop 
work plans to involve inmate labor in future city projects.  The initial 
project to fall under the agreement will be certain aspects of the initial 
phase of the 1912 Center Project.  A specific plan delineating the 
responsibility of each component will be negotiated and become an 
attachment to the Agreement.

ACTION:  Recommend approval, modification or rejection of the agreement; 
and the authorization of the Mayor's signature thereon; or take such other 
action as deemed appropriate.

4.	Professional Services Agreement for Hazardous Materials Testing for 1912 
Center Project  - Randy Rice
The Agreement with Phoenix Environmental, Inc. of Moscow is for certain 
pre-construction testing of hazardous materials at the 1912 building.

ACTION:  Recommend approval, modification or rejection of the Agreement; 
and the authorization of the Mayor's signature thereon; or take such other 
action as deemed appropriate.

5.	Proposed Change to Trailer Home Permit Ordinance - Dale Pernula
It is believed that permits for permission to reside in trailer homes in 
the City should be processed by the Community Development Director rather 
than the City Clerk.

6.	Proposed Ordinance for the Amendment to Adopt the 2000 Edition of Idaho 
Manufactured Home Installation Standard - Dale Pernula
The State Manufactured Home Installation Standard is mandated by the State 
and the City is required to make provisions for adoption of  the 2000 
Edition.

1. 	Approval of Minutes of September 18, 2000

2.	Waterline Easement from City to University of Idaho - Dean Weyen
The University of Idaho is constructing two new parallel 12-inch diameter 
water pumplines in Farm Road.  These new lines cross Highway 8 and Paradise 
Creek.  Staff reviewed the construction plans and have no objections to the 
design.
				Council Consent Agenda Item #1B
ACTION:  Recommend approval of the Waterline Easement and authorize the 
Mayor's signature thereon; or take such other action as deemed appropriate.

3.	Selection of Auditors for Fiscal Year 2000-2001 - Katherine Sink
A request for proposal for accounting firms to perform the City's annual 
audit resulted in one firm submitting a bid.  Although the bid was $1500 
higher than what was budgeted, staff recommend acceptance of the proposal 
submitted by Presnell-Gage.

ACTION:	Recommend acceptance of bid and authorize staff to proceed; or take 
such other action as deemed appropriate.

4.	Monumentation Agreement with Matt Ruck - Dale Pernula
Idaho Code provides that when a subdivision plat is recorded, before all 
interior monuments are set, the surveys must certify that they will be set 
within one year and the developer provide security to cover monumentation 
costs.

ACTION:  Recommend approval of Monumentation Agreement and Authorize 
Mayor's signature thereon; or take such other action as deemed appropriate.

5.	Development Agreement with Moscow Investments LLC (Hampton Inn) - Dale 
Pernula
All improvements have been constructed on WarBonnet Drive and "A" Street, 
but a fire hydrant and water line will be required to serve a motel 
proposed on the property.

ACTION:  Recommend approval of the Development Agreement and authorize 
Mayor's signature thereon; or take such other action as deemed appropriate.

6.	Agreement with University of Idaho for Plumbing and Electrical Inspector 
Services - Dale Pernula
This is an update of the Agreement with the University of Idaho approved by 
both entities three years ago.  The term of this Agreement is also proposed 
to be three years.  The arrangement has worked well for many years and the 
terms of the Agreement are similar to those of the last Agreement.

1.	Consent Agenda:  Any item will be removed from the consent agenda at the 
request of any member of the Council and that item will be considered
