COMMISSIONERS’ PROCEEDINGS
Week of May 8, 2000

Commissioners Loreca J. Stauber, Samuel G. Duncan, and Paul J. Kimmell met
in regular session.  The following actions were taken:

By Motion and Order, opened as a Board of Equalization for one day only, May
8th, at 8:25 A.M.

Approved, signed, filed Commissioners’ Proceedings for week of May 1, 2000.

Signed and filed Fee Report from Clerk/Auditor/Recorder for April 1, 2000
through April 30, 2000.

Approved, signed, filed request to hire Damon Carpenter as Detention Deputy
plus six months, Sheriff Detention.  Department 04E, Line 08.  Effective May
8, 2000.

Approved, signed, filed 2-year increment increase for Eric Pah, Building
Inspector I, Planning and Building.  Department 11, Line 04.  Effective June
1, 2000.

Approved, signed, filed 2-year increment increase for Jeanine Kern,
Assistant Planner, Planning and Building.  Department 11, Line 03.
Effective June 1, 2000.

Approved, signed, filed 7-year increment increase for Stacie A. Osterberg,
Legal Assistant, Prosecuting Attorney.  Department 07, Line 05.  Effective
May 19, 2000.

Filed Public Defender hours for April 2000 as submitted by Gregory C.
Dickison.

Filed Public Defender hours for April 2000 as submitted by D. Ray Barker.

Filed Public Defender hours for April 2000 as submitted by Brian D. Thie.

Approved, signed, filed Tuition Aid request by Gavin Dale Main for North
Idaho College.

Approved, signed, filed Tuition Aid request by Ronald Travis Pannell for
North Idaho College.

Filed Claim for Damages by Ryan Cooper in the amount of not less than
$100,000.

By Motion and Order appointed the Chair to the Magistrate Commission,
effective May 8th, 2000.

Approved, signed, filed request for site inspection of a grounding system
regarding the installation of the Enhanced 911 system.

Convened in Executive Session at 10:35 A.M. on May 8, 2000, to discuss
Personnel matters, pursuant to Idaho Code Section 67-2345 (1)(a)&(b).
Adjourned at 11:03 A.M.

Denied request by Mark Wilder for cancellation of 1999 Personal Property
taxes for PPP145.

Approved, signed, filed a request to approve the temporary appointment of
Richard S. Christensen as Deputy Prosecuting Attorney, assigned to assist in
the prosecution of State of Idaho v. Dale Carter Shackelford; State of Idaho
v. John Lawrence Abitz; State of Idaho v. Mary Margaret Abitz; State of
Idaho v. Sonja Marie Abitz; State of Idaho v. Bernadetter Lasater; State of
Idaho v. Martha V. Millar.  Mr. Christensen will be paid on a contract
basis, starting May 9, 2000.

By Motion and Order closed as a Board of Equalization at 4:55 P.M.

Convened in Executive Session at 9:36 A.M. on May 10, 2000, to discuss
Personnel matters, pursuant to Idaho Code Section 67-2345 (1)(a)&(b).
Adjourned at 9:40 A.M.

Convened in Executive Session at 10:28 A.M. on May 10, 2000, to discuss
Indigent matters, pursuant to Idaho Code Section 67-2345 (1)(d). Adjourned
at 11:00 A.M.  Three cases approved, four cases denied.

Held a Public Hearing to take testimony on a request by Carl Hulquist for a
Short Plat #594 to create one new 1.99 acre parcel from a 5.52 acre parcel;
plat was approved. Staff will prepare Findings of Fact and Conclusions of
Law for adoption on May 15, 2000. Tape and minutes are on file.

Approved, signed, filed request from Latah County Fair Board to set up a Bob
Mortenson memorial trust account to be used to provide improvements to the
Latah County Fairgrounds facility, subject to review of Civil Counsel.

Motion and Order to approve the Chair’s Signature on a letter to the Latah
Economic Development Council (LEDC), dated May 10, 2000.

Motion and Order approving Latah County provide two summer internships
($8.00 an hour for no more than 240 hours each).  The interns will develop a
plan for Courthouse improvements.  Planning Director Gerard Billington will
coordinate the project with the University of Idaho School of Architecture.

Motion and Order to direct the Buildings & Grounds Director to proceed with
generator repair (rewind 156 KVA to 208/120 V) with Strom Electric, Inc.,
not to exceed $5,195.

Motion and Order to approve the Chair communicating the Board of County
Commissioners’ position regarding Senate Bill #1608 to the Idaho Association
of Counties (IAC), which is not to endorse it.  Commissioners Stauber and
Duncan voted yes (no endorsement) and Commissioner Kimmell voted no
(endorsement).
