Technically, yes. All sales of tangible goods are supposed to have the 5%
sales tax added, services are excluded.
This not only includes the Boy Scout selling burgers, but the band member
selling cookies, and the guy who bought that old lamp Aunt Martha gave you,
that you sold at the yard sale. Also, magazines, mail-order purchases, and
even theater & concert tickets. If you don't pay the tax your supposed to
report and include those purchases on your Idaho Income Tax form and send
the tax in.
As for non-profits being charged sales tax twice, once you get your State
Tax ID#, (which you need to report the tax collected) you can purchase your
products for re-sale tax exempt at any grocery store.
