Commissioners Loreca J. Stauber and Paul J. Kimmell met in regular session.
The following actions were taken:
Motion and Order to Open as Board of Equalization for March 6, 2000.
Approve Commissioners’ Proceedings for week of March 6, 2000.
Motion and Order to authorize the Chair’s signature on a Personal Services
Agreement between Latah County and First Security Van Kasper, Inc. for
financial consulting services regarding the May 23, 2000 Fairgrounds Bond
Election, not to exceed $12,000 plus expenses, as specified in the
agreement.
Motion and Order to authorize the Chair’s signature on a Facility Use
Agreement between Latah County and the Troy Lion’s Club; for use of the Troy
Community Center as a Polling Place, Precinct #29, for the Primary Election
on May 23, 2000.
Filed Public Defender hours for February 2000 as submitted by Gregory C.
Dickison.
Filed Public Defender hours for February 2000 as submitted by D. Ray Barker.

Motion and Order to authorize the Chair’s signature on the Cooperative
Agreement between Latah County Sheriff’s Office and the USDA Forest Service
Clearwater National Forest for law enforcement services, beginning October
1, 1999 and ending September 30, 2000.

Filed Final Decision and Order by the Idaho Board of Tax Appeals in the
matter of the appeal #99-A-7519 by Palouse Hills Adventist School. The
decision of the Latah County Commissioners, meeting as the Board of
Equalization is sustained.
Filed Vehicle Damage Report to ICRMP for repairs to windshield, Youth
Services Vehicle, Chevy Blazer.
Approved, signed, filed Tuition Aid Request by Jared Vreeland to North Idaho
College.
Approved, signed, filed request for Approval and Recommendations from the
Latah County Employee Compensation Committee: Information Systems - Systems
Administrator, Change in Point Scale; Assessor’s Office - Appraiser II,
Additional vacant position; Auditor’s Office - Deputy Clerk I (A06), review
of changes to the position description only. Effective March 13, 2000.
Motion and Order to (1) Support a collaborative effort with neighboring
governments and civic groups to enhance a regional non-motorized trail
system incorporating the Latah Trail Project, (2) sponsor the Latah Trail
Project in coordination and collaboration with the cities of Moscow and
Troy and the Latah Trail Foundation, Inc. and (3) authorize the submission
of an application for $495,000 to the Idaho Transportation Department for
Fiscal Year 2003 Enhancement Funds to acquire the necessary land, design,
develop and construct a non-motorized transportation corridor between Moscow
and Troy. Andrew Grant will serve as Project Director.
Resolution 2000-04 demonstrating collaboration and support of the Latah
Trail Project and a Regional non-motorized trail transportation system.
This resolution shall take effect and be in full force from and after its
passage, passed the 13th day of March, 2000.
Approved, signed, filed request by Sheriff Crouch to replace current
repeater building at Moscow Mountain, upon checking with Planning & Building
for requirements of Building Permits, Conditional Use Permit, etc. Cost of
project is $7,783 and monies are available in E911 fund for this purpose.
Motion and Order to purchase three Automatic External Defibrillators from
Oxarc in the amount of $9,843.75. Funds to be taken from Community
Policing, Current Expense, and Tort Fund.
Motion and Order to Close as a Board of Equalization for March 6, 2000.
Convened in Executive Session at 10:03 A.M. on March 15, 2000 to discuss
Litigation matters pursuant to Idaho Code, Section 67-2345 (1)(f).

Convened in Executive Session at 10:25 A.M. on March 15, 2000 to discuss
Indigent matters pursuant to Idaho Code, Section 67-2345 (1)(d). Adjourned

Approved, signed, filed request from Sheriff’s Office to surplus outdated
cash register at Drivers Licensing. Model TEC MA-136, serial #3K310559,

Approved, signed, filed request from (private, non-profit) Sojourner’s
Alliance to purchase a cash register, model TEC MA-136, serial #3K310559,
county tag #00481 for $2.00.
Filed request by from Whitman County Commissioners to attend Regional 911
meeting in Colfax on March 28, 2000. Representatives Mike Kinner,
Information Services Director and Darla Buckley, Support Services
Administrator, Sheriff’s Office, will attend.
Motion and Order to appoint Commissioner Loreca J. Stauber to replace
Commissioner Sam Duncan as Board of County Commissioner representative to
the Latah County Employee Compensation Committee.
Motion and Order to authorize the submission of an application on or before
March 24, 2000 for a Juvenile Accountability Incentive Block Grant through
the Idaho Department of Juvenile Corrections. The budget may include
approximately $30,000 for Latah County, the waived allocation from the City
of Moscow in excess of $13,000 and a Latah County match of approximately
$3,000. A final budget will be presented to the Latah Board of County
Commissioners upon grant application. Elaine Broyles will be the Project
Director.
Motion and Order authorizing the submission of an application on or before
March 24, 2000 for the Edward Byrne Memorial State and Local Law Enforcement
Assistance Formula Grant Program in support of a task force previously
discussed with the Latah Board of County Commissioners and Sheriff Crouch.
A final budget will be presented to the Latah Board of County Commissioners
upon grant application with an in-kind Latah County match. Sheriff Jeff
Crouch will be the Project Director.
Motion and Order authorizing the Chair’s signature on grant forms and/or
certifications required for the (1) Edward Byrne Memorial Grant; (2) Idaho
Transportation Department Enhancement Fund Grant, and (3) Juvenile
Accountability Incentive Block Grant, all of which have been previously
approved for application submittal on behalf of Latah County.
