Commissioners Loreca J. Stauber, Samuel G. Duncan and Paul J. Kimmell met in
regular session.  The following actions were taken:

Approved, signed, filed Commissioners’ Proceedings for week of January 31,
2000.

Approved, signed, filed request for cancellation of property tax due to
hardship by Neomie Lynn Pepe, MH01CT00010AA.  Applicant qualifies.

Approved, signed, filed request for cancellation of property tax due to
hardship by Kelly Sue Byers, MHB12600170020A.  Applicant qualifies.

Approved, signed, filed request for tax cancellation  by Jack L. Downey,
PPJ024.  No longer owns equipment.

Approved, signed, filed request for tax cancellation for Pete’s Main Street

Line 10.  Effective February 3, 2000.

Approved, signed, filed request from Sheriff to change Bob Fortner’s status
with regars to years of experiential credit, Detention Deputy, Sheriff’s
Office, from PS4 to PS4+2 years.

Filed Public Defender hours for January, 2000 as submitted by Brian D. Thie.

Filed Public Defender hours for January, 2000 as submitted by Gregory C.
Dickison.

Filed Fee Report from Clerk/Auditor/Recorder, for December 1, 1999 to
December 31, 1999.

Filed Fee Report from Clerk/Auditor/Recorder, for January 1, 2000 to January
31, 2000.

Approved, signed, filed Tuition Aid request by Julie Crabtree for North
Idaho College.

Approved, signed, filed Tuition Aid request by John Clark Wells for North
Idaho College.

Motion and Order to appoint Andrew Conkey and Glenda Deitrick to the  Latah
Trail Design Subcommittee.

Approved, signed, filed request to surplus filing cabinet by Planning &
Building Department.

Approved, signed, filed request to avail of surplused storage cabinet from
Motor Pool to Cooperative Extension Office.

Filed Verification of Coverage by ICRMP for AmeriCorps  Promise Fellow.

Filed notice to ICRMP of trade-in of truck and tractors, and purchase of
tractor and loader by Latah County Parks & Recreation Department.

Motion and Order directing and authorizing the transfer of funds within
Budget 61-00 Block Grant 2000, for Asset Survey, AmeriCorp Promise Project:
Decrease Line  61-00-0688-0006, Line 61-00-0688-0005, and Line
61-00-0439-0000 by a combined total of $7,000.  Increase Line
61-00-0523-0000, Project Expense by $2,000 and Increase Line
61-00-0525-0000, Program Expense by $5,000.  Total transfer of $7,000.

Motion and Order directing and authorizing the transfer of funds from Budget
01-05 Current Expense - Commissioners, Line 01-05-0405-0011 to Budget 01-14
Current Expense - Information Services, Line 01-14-0406-0010, in the amount
of $2,496.

Motion and Order to authorize Chair’s signature on QUICK’N BRITE, INC.
application for credit.  The account is to be established for the purpose of
purchasing the cleaning product, Quick’n Brite, for Buildings & Grounds
Department.

Filed notice of Unemployment Insurance Benefits Liability Determination for
Richard Skiles.

Motion and Order to Approve the Chair’s Signature on AS/400 WindStar Service
Agreement, Terms and Conditions.

Litigation/Indigent matters, pursuant to Idaho Code Section 67-2345
(1)(d)(f).  Adjourned at 10:59 A.M.

Convened in Executive Session at 10:11 A.M. on February 16, 2000 to discuss
Indigent matters, pursuant to Idaho Code Section 67-2345 (1)(d).  Adjourned
at 11:26 A.M.  Eleven cases approved, 8 cases denied.

Convened in Executive Session at 11:36 A.M. on February 16, 2000 to discuss
Labor negotiations or acquisition of an interest in real property, pursuant
to Idaho Code, Section (1)(c). Adjourned at 11:55 A.M.
