Corrupt Police Chief

I have recently come to the area to do some research
for a new book.  So far I have received information
from several reliable informants that Moscow Police
Chief Dan Weaver has done a number of illegal
activities.  What I am asking for is assistance from
the local Moscow population in helping to verify what
I have already learned and to learn if there is more. 
Some of the allegations I have learned is that Chief
Weaver manipulated a Department auction; stole money
from evidence, stole money from a dead body; used MPD
budget money to purchase SWAT equipment the City
Council told him not to; involved in poaching; did not
have an investigation completed into a MPD employee
that was apparently involved in a former Captain's
drug allegations; fired or allowed to resign a number
of MPD employees that one of the Captains didn't like.
 I know for a fact that the City recently paid over
$10,000 to settle wrongful termination suit brought by
a former Officer.
If anyone can help me with proving these items or has
additional information, I would be glad to hear from
you. If you have verifiable information I would be
willing to pay for it.  My offer also would include
information about Dale Mickelsen, Don Lanpher, and
Cameron Hershaw.
It is also my understanding that at least two criminal
investigations have been opened into Chief Weaver's
activities; one by the Latah County Prosecutor.
Your assistance would be greatly appreciated.
