To bring this thread back to its original issue,

My subjective opinion on the matter has been formed by a casual stroll 
through the streets of Moscow on my lunch break.

If the city would post signs of recognition to the individuals or groups 
who "adopt" streets, this would be a greater eyesore than the occasional 
pop can or cigarette butt.
