Re: New Moscow Well



Dear Sam, Bill, Juliet and Visionaries,

Thanks for the questions and comments about the new well site!

The well site was chosen because it is most likely to produce a deep well
that will be very productive. The aquifer is progressively larger and more
productive as one moves west. Juliet is right on the money on this one.

Most assuredly, this site WAS NOT selected to deliver water to new
development in Whitman County!!! That idea finds no support from me or other
council members I've talked with! 

The City has the responsibility of providing for future water development
for Moscow and its potential population. This site acquisition will not be
immediately developed but is on our radar screen for the near term future
(between five and ten years). It will be a great help to have another good
water producer for those summers when our present facilities are stretched
to the limit and will be the kind of addition that will complement water
department planning to meet the needs of an expanding Moscow. 

In response to Bill's questions about the 'prime site,' we needed a site as
far west as we could get without becoming Washingtonians. We also needed a
site with some flat lnad for construction purposes and preferably with good
access. This site met all the criteria with the developed A Street and
excellent access. Taking a site further east without developed access might
have been cheaper initially but after the city would have to pay for the
infrastructure (road, curb, gutter, sidewalk) we would have had as much or
maybe even more into the site and its costs. That's the primary reason I
supported the price though I always would like to pay less if possible.

The city is taking a balanced approach to growth in the city and its
environs. We know that we must conserve our cherished resources like water
as well as provide for good quality water to meet the needs of our growing
community and university. Purchase of this highly desirable property at this
time, before the property is further partitioned or sold, makes a lot of
sense as we look to Moscow's future.
